Every value on a tool's own page links to the source that states it. "Not stated" means the vendor's site does not say; it is not a no.

How to choose

Four things to settle before the table. None of them need a tool name.

Start with PECR

UK law (the Privacy and Electronic Communications Regulations) says you need consent before setting any cookie that is not strictly necessary, and the ICO has said for years that rejecting should be as easy as accepting. A banner with a big Accept button and a Reject hidden behind "Manage settings" does not pass. So the first two questions for any tool: does it hold back non-essential cookies until someone agrees, and does it show Reject all on the first screen without you having to configure it?

Consent Mode v2 if you use Google

If you run Google Ads or GA4 with UK or EU visitors, Google has required Consent Mode v2 signals since March 2024. Without them, conversion tracking and remarketing for those visitors stop working. A tool that sends the signals out of the box saves you a tag manager project. One that does not can still be wired up by hand, but budget an afternoon for it.

Framework fit

A script tag works on any site, but it is the loosest fit. Sites rendered on a server (Nuxt, Next.js and the like) can fire tracking scripts before the banner has loaded unless the consent tool hooks into the framework itself, which is what an official module is for. On WordPress or Shopify, a plugin from the platform marketplace usually talks to the platform's own consent API, which a pasted script cannot do.

Hosting and data

Hosted tools keep the consent records on the vendor's servers. If you care where that is, check the vendor's data location before you sign up; some are UK or EU only, some are not. Self-hosted and open-source tools keep the records on your server, which means your backups and your maintenance. Free tiers nearly always cap page views, so compare the cap with your actual traffic rather than the number you hope for.
